Hey, I changed my video card and my fps is around 15 now..

msc worked fine with my old vid card what was geforce 8500 gt.

Now i have ati radeon hd 4890 and it should be much more better.

Tried old and newest drivers and no difference.

Os is win 7 ultimate.

Hate to tell ya this, hoss, but you've been hornswoggled.

Modern ATI's just fail at OpenGL, especially under Vista/7. They don't provide true hardware acceleration for most OpenGL functions, and just fudge it with a software emulation layer. In the case of Vista/7 that means two emulation layers. Thus, performance suckage, in addition to potentially buggy.

If you've got time to return said card by whatever return policy the place you got it from may have, I would. ATI just hasn't been the same since AMD bought it up. They seem to be thinking they are going to be a CPU first and Graphics Card second company, the way Intel is, but don't seem to realize the line of cards that ATI was making were intended to be cutting age, not like the bulk-rate generic GMA cards that Intel started doing as a side project. In anycase, as part of the merger, AMD axed huge swaths of the ATI software and design crew, merging most of their functions with their own. As a result, now it seems they can't do GPUs nor CPUs right. I suspect mindless fandom and past glories are the only things keeping them afloat.

It's not really the hardware that has problems with open gl it's the ati drivers, the drivers I used from 07 worked well on my old x800 xt, but any newer ones on that card had god awful performance in pretty much any open gl game(as much as a 75% drop in performance in doom 3.). Still Ati has somewhat better support for open gl then intel does, get an average fps of like 10fps or below on my laptop with intel hd3000(second gen i3 cpu.), and I don't get lower then about 40-50fps, at close to 100 most of the time, in any map on my main comp with a nvidia gtx 580.

I have to disagree here, got a HD5850 on Win 7 Pro x64 and everything is working fine with good FPS (except Deralia).

But yeah, I think that older cards can handle OpenGL better than newer ones.
