I was going to lower the force-restart interval today and found the problem. The force-restart interval was turned off which will cause it to hang. This issue should be resolved, and if there is any issue it should automatically fix itself in an hour now.

It's a standard day one MScentral bug it, just some settings got cleared making it look like a new issue.
