how do you turn them off via the console? i tried in advanced menu option. but it keep turning it's self back on.

Didn't used to be the case...
That cvar (r_detailtextures) is engine side (can't find it in our code) - I'd have to check the github, but maybe they changed it to the wrong type. The change post-dates our base code (it's, indeed, despite all the changes, the only visual enhancement Goldsrc has gotten in over a decade of back breaking patches.)
Also make sure your config.cfg isn't read only, or some such.
I think you can just add r_detailtextures 0 to your autoconfig.cfg / userconfig.cfg, if nothing else works.
