Edena Mayor's quest bugged/error ?

seriously did the Edena Mayor's quest bugged/error
i being repeating the same old quest again and again for the pass 1 hour a and seems that the quest item did not spawn out ...
i tried all other servers and all had the same problem. it just won't spawn out that letter...

please assist

i HAVE completed that quest BEFORE !
